DEFINITIONS

Neighborhood Council
One of the 80 community organizations certified by the city of L.A. to give advice on neighborhood problems. The councils are empowered to spend up to $50,000 a year of the city's money on administration, outreach and community projects.

The councils are supposed to be delineated by recognized historic or contemporary boundaries.

The are guided by governing bodies elected by local Stakeholders, who are people who live, work or own property in the area or who may have another connection with it, depending on the council's bylaws.

Palms
The oldest community in West Los Angeles, founded in 1886. Triangular in shape, it lies east of Sepulveda Blvd. (or, in some opinions, the 405 San Diego Freeway), south of the 10 Santa Monica Freeway and north of the Culver City line. The Venice Crossroads Mall (Albertson's, Office Max, etc.) is at the southeast apex and the National-Sepulveda Mall (Vons, Sav-on) is at the northwest apex. Mar Vista
An area within West Los Angeles west of Sepulveda Blvd. (or the 405 San Diego Freeway), stretching to Walgrove Ave. or the Santa Monica Airport on the west. Its business district is centered at Venice Blvd. and Grand View.

Westside Village
An area of northwest Palms that was built as a single-family subdivision in the 1940s. It now includes thousands of apartment units as well as the original houses. Westside Village, about 40 percent of Palms by area, was included within Mar Vista by the city of Los Angeles without any debate at all in 2002.

Westside Village's principal shopping area is on Sepulveda Blvd. between Palms and National Blvds. The Village includes both of Palms's Trader Joe's — one on National and one on Palms Blvd. The area on the west side of Sepulveda is not considered by the Westside Village Civic Assn. (below) to be part of Westside Village.

It includes two of the campuses of the Lycée français, an exclusive private school, on the west side of Overland north of Rose Ave.

Westside Village is colored YELLOW on most of the exhibits.

Mar Vista Community Council
The city-certified neighborhood council for Mar Vista, Westdale, North Westdale and Westside Village.

Westside Village Civic Assn.
Despite its name, this is strictly a homeowners' group. Tenants, non-residential property owners and business people are not eligible for membership.

Palms-Westside Village Neighborhood Watch
A long-established civic group interested in crime prevention. It meets monthly at the Iman Center on Motor Ave., where it usually hears from the senior lead police officer assigned to this area.

Palms Neighborhood Council
The neighborhood council for all of Palms outside Westside Village.

The Palms Neighborhood Council was certified by the city on Dec. 14, 2004, and it is this group that would combine with Westside Village to form a neighborhood council for the whole unified area.

This Interim Governing Body meets monthly in public meetings. Elections for a permanent Representative Assembly will be held in May 2005.

Basic Car

A local unit of police patrol established by the LAPD. Westside Village and the rest of Palms are in Basic Car 14A27, headed by Senior Lead Officer Anthony Vasquez.

Mar Vista (north of Venice Blvd., anyway) is in 14A25, with Craig White as the senior lead officer.
