Developer Nematollah Rahmanpour has lost his bid to build a new apartment structure 10 feet closer to the sidewalk than the zoning ordinance allows. He wanted to do this at 3672-3678 Jasmine Ave., replacing the buildings you see below (and the front lawn as well).

He took his case to the West Los Angeles Area Planning Commission on June 20. The three commissioners present turned him down unanimously.

Rahmanpour's request for a variance was rejected on Feb. 14 by City Planner Theodore L. Irving after a public hearing in which Irving heard the text of a resolution adopted by the Palms Neighborhood Council on Nov. 1, 2006, which expressed the council's concern about the possible reduction of open space in Palms caused by a spate of requests for building-line adjustments.

Council Member Herb Wesson's office also opposed the variance request.

"The community has spoken," Irving said, after explaining that he had visited the street and agreed it would be wrong to "destroy the fabric of the neighborhood."

SMALL HOUSE ON EMPIRE DRIVE IS HEADED TO THE LANDFILL OF HISTORY

This small house at 3662 Empire Drive would be torn down and replaced with five residential condominiums under a proposal submitted to the city Planning Department.

The case numbers are ENV-2007-2596-EAF and TT-69270. Jag Narayan, at (818) 781-1669, is handling the case on behalf of the unidentified applicant.

PLANNING COMMISSION REJECTS BIG APARTMENT-COMMERCIAL PROJECT ON MOTOR AVENUE

The city Planning Commission seems to have taken a stand against massive mixed-use buildings on Motor Avenue.

On March 8 it turned down a request by James Frost for permission to construct an 85-unit apartment building at 3417-3447 Motor Ave. (between Palms Blvd. and Woodbine Street). The structure was also planned to include 8,564 square feet of commercial space on the ground floor.

The Planning Commissioners adopted a staff report that said the project was just "not compatible with the surrounding commercial area along Motor Avenue that is mostly comprised of low rise one- and two-story structures."

The Palms Representative Assembly approved the Frost proposal on Sept. 6, 2006, by a vote of 6-2.

Another commercial proposal in the area — on the northeast corner of Palms and Motor — has been withdrawn by Claire Heron, the developer, in the face of community opposition — most of it from Cheviot Hills homeowners.
