National-Overland project faces Planning Commission hearing on March 1

COMMUNITY WILL CONSIDER MIXED-USE DEVELOPMENT AT MOTOR & WOODBINE
2 big projects would transform area near Palms Elementary

The Palms Neighborhood Council will hear plans for a big residential-commercial project on the west side of Motor Ave. just south of Woodbine (marked by the arrow above, but the site does not include Capt. V's body shop on the corner) when it meets at 7 p.m. Wednesday, March 1, in the IMAN Center at 3376 Motor Ave.

The project would be the second in the area just north of Palms Elementary School (at bottom right of photo). A similar development has already been announced for the vacant lot across Palms Blvd. from the school.

The Neighborhood Council meeting will be preceded at 6:30 p.m. by the monthly gathering of the Palms-Westside Village Neighborhood Watch, featuring LAPD Senior Lead Officer Anthony Vasquez.

NATIONAL-OVERLAND DEVELOPER WILL GO TO PLANNING COMMISSION ON MARCH 1

The West Los Angeles Regional Planning Commission will hold a limited public hearing at 4:30 p.m. Wednesday, March 1, on a plan to build a mixed-use (apartment-commercial) building on the southeast corner of National Blvd. and Overland Ave.

The commission will consider:

• Pursuant to Section 12.32.F of the Los Angeles Municipal Code, a Zone Change from C21VL (Commercial Zone) to RAS4-1VL (Residential Accessory Services Zone).

• Pursuant to Section 12.27 of the Municipal Code, a Variance to permit portions of a parking structure to locate in the R3-1 Zone and to allow access from a more restrictive zone (R3) to a less restrictive zone RAS4.

• Pursuant to Section 12.28A of the Municipal Code, an Adjustment for the following:

(a) to permit a zero foot front yard along National Boulevard in lieu of the 5-15 feet required:
(b) to permit a zero-foot side yard along the eastern property line in lieu of the 7-feet required;
(c) elimination of the internal zone boundary (between RAS4 and R3 Zones) setback requirements;
(d) to permit a 50-foot in height building in the R3 Zoned portion in lieu of the 45-foot maximum height permitted.
(e) to permit a zero-foot side yard along Overland Avenue in lieu of the 5-feet required.

• Pursuant to Section 12.32.R of the Municipal Code, a Building Line Removal of an 8-foot building line established by Ordinance No. 84,670 on the east side of Overland Avenue.

The hearing involves:

The demolition of an existing apartment building for the construction, use and maintenance of a mixed-use project consisting of 29-residential condominium units and approximately 3,700 square feet of ground floor commercial/retail space.

The proposed building will be 50 feet in height with four floors above three levels of subterranean parking (total of 86 parking spaces will be provided). The site is approximately 18,961 net square feet in size.

The applicant is Aaron Swerdlow, National Development, LLC.

The case numbers are APCW 2005-6968-ZC-ZV-ZAA and ENV-2005-6780-MND. The hearing will be held in the Henry Medina West L.A. Parking Enforcement Building on the southwest corner of Exposition and Sepulveda Blvds.
