1. A considerate and reasoned public discussion over a possible change in boundaries is carried on during the next year via individual outreach and mailings, as well as speeches, meetings, joint appearances, etc.
2. Equal space is set aside in the MVCC bulletin to present both sides of the issue.
3. A referendum election is held in Westside Village (Zone 1 of the Mar Vista Community Council) in conjunction with the March 2006 MVCC Zone elections to determine whether Village Stakeholders want to (a) continue with Mar Vista or (b) join with Palms in a joint Council.
4. If the former, then the Village stays with MVCC for the foreseeable future.
5. If the latter, then a committee negotiates with Palms the conditions and timetable for a merger.
6. The terms of the agreement to settle the Westside Village controversy are worked out with the advice, consent and oversight of an organization such as (a) the District Attorney's Dispute Resolution Program, (b) the city Human Relations Commission or (c) a similar service.
7. The change of boundaries, if any, is approved by city authorities in conformance with the law.
