PALMS NElGHBORHOOD COUNCIL Twenty-seventh meeting of the Council and its
REPRESENTATIVE ASSEMBLY Wednesday, Dec. 6, 2006
IMAN Center, 4636 Motor Ave., Palms, California, U.S.A.

1. Call to order. Facilitator Lori Donahoo called the meeting to order after 7:15 p.m..
2. A quorum was established, eleven members being present:

3. Public forum: Naomi Serotoff requested adjustment to the left-turn lights at Venice and Overland. Alex Soschin reported on L.A. Scores activities.
4. Report to community by the President. A welcome was given by Pauline Stout.
5. Reports by deputies of our governmental representatives. Reza Akef of Assembly Member Jane Harman's office (phone: (310) 643-3636) announced a January meeting to help in relationships between neighborhood councils and local post offices and requested that anyone with complaints about the post office to make them known. He said the customer service number for the post office is (323) 870-1312 (Miss Alexander). Katherine Hennigan of Jack Weiss's office spoke on the Safe Routes to Schools Initiative. Liz Carlin of Council Member Wesson's office announced a toy giveaway project by the councilman.
6. Committee reports.
A. Projects (Stout): (1) General consent was given to the idea of a "Taste of Palms" project to be planned for next year. (2) Principal Oliver Ramirez of Palms Elementary School was present to talk about his request for $5,000 for library improvements at the school. Motion adopted by voice vote to allocate $5,000 for expansion of the school library.
(2) Motion to make the Bike Rodeo an annual event in Palms with budget to be $4,000 but increasing the number of bikes furnished by Palms NC to 15. Approved.
B. Transportation and Road Works (Prochazka). (1) Motion from the committee to recommend a traffic study at Watseka to determine if a 4-way stop at Regent and Watseka is warranted. Approved by voice vote. (2) Update on street paving in the area, especially re: Midvale north of Venice. No action required. (3) Status of Expo light rail construction. No action Wednesday, Dec. 6, 2006 / Page 2
required. (4) Traffic signal at Charnock and Overland. No action required. (5) Mission statement which will help us focus on the work we need to do. Pending.
C. Outreach (Bruhwiler): (1) Update on the outreach to the Westside Neighborhood Council area north of National, east of Overland and west of Exposition. Garrigues said he will have an action item for the Assembly/Council agenda in January. (2) Increase budget item for professionally designed Web site and authorize engagement of a contractor to build the site and possibly maintain it. Postponed by general consent with a request to provide details on the two bids. (3) Progress on community boundary signs and on the celebratory banners for Palms's 120th anniversary. No action necessary.
D. Land-use and Development (Todd Robinson): (1) Report on building-line setback at 3665 Jasmine Ave. Status of appeal to Area Planning Commission made by a stakeholder. Possible mailer to explain PNC position (Donahoo). Applicant Gary Schaffel was present to talk about his project. Garrigues reported on his private appeal of the decision by the Zoning Administrator to approve the setback variance, and when Deanna Robertson of DONE announced that he should not take part in the item because he was the appellant, he left the meeting and returned just before adjournment. (2) Report on feasibility study of a Palms area Special Overlay Plan or other action to promote livability in Palms. No action.
7. Election of a facilitator for a three-month term ending March 6, 2006. Lori Donahoo was re-elected for this term.
8. Secretarial report Minutes for the meetings of Oct. 7 and Nov. 1, 2006, were approved.
9. Treasurer: Report. Attached.
10. Assembly business. None.
