PALMS NElGHBORHOOD COUNCIL Twenty-sixth meeting of the Council and its
REPRESENTATIVE ASSEMBLY Wednesday, Nov. 1, 2006

1. Call to order. (0:06:26) Facilitator Laurie Donahoo called the meeting to order at 7:19 p.m..
2. A quorum was established, eight members being present:

3. Public forum: No requests.
4. Report to community by the President. (0:09:40) Pauline Stout announced the resignation of Billie Silvey as Nonprofit Representative. The Bike Rodeo expenses were $1,827 from its budget of $4,000.
5. Reports by deputies of our governmental representatives. Liz Carlin of Council Member Wesson's office requesting people to send her information about damage to curbs in Palms. Deanna Stevenson on the conflict-of-interest training for NC board members and the Mayor's budget survey. Len Nguyen on the proposed anti mansionization ordinance workshop on Nov. 15 and on the requirements for installing neighborhood boundary signs. Katherine Hennigan of Jack Weiss's office. Reza Akef of Assembly Member Jane Harman's office announcing Westside office hours from noon to 5 p.m. each Thursday in the Westside Municipal Bldg. and relationships between neighborhood councils and local post offices.
6. Committee reports. (0:30:29)
A. Projects (Stout): (1) Report on Taste of Palms project being developed, No action. (0:31:07)
Discussion was held on both of the following motions, and the votes were as follows:
(2) Motion to give $5,000 to Palms Elementary School towards installing a fence around the front of the school. (0:53:25) Yes, Stout, Riordan and Anderberg (3 votes). No, Robinson, Garrigues, Bell, Donahoo and Prochazka (5) votes. Motion defeated.
(3) Motion to give $5,000 to Charnock Road Elementary School to assist in expanding their school library. (0:57:15) Yes, Stout, Robinson, Garrigues, Bell, Prochazka, Riordan, Donahoo and Anderberg (8 votes). Motion adopted.
B. Transportation and Road Works (Prochazka). Report. No action. Next meeting will be delayed a week, until Nov. 30, because of Thanksgiving.
C. Outreach: (1:01:30) Garrigues gave a report on meeting with staff from City Human Relations Commission regarding outreach into "Westside Village."
D. Land-use and Development (Todd Robinson): (1:04:37) Report on building-line setback at 3665 Jasmine Ave. Motion: "The Palms Neighborhood Council opposes the building line change request put forth in Tentative Tract Map 67236 at 3665 Jasmine Ave." Gary Schaffel, president of the Schaffel Development Co., the applicant, laid out his position on the setback. Having already been approved at a special Council//Assembly meeting on Oct. 7, the proposed motion was deemed moot and was not acted on.
7. Non-committee motion. (1:26:32) After discussion, the following motion was adopted by voice vote: "(1) The Palms Neighborhood Council is concerned about reduction of open space in Palms and is opposed to the reduction of building setback requirements on all streets in Palms unless they are specifically approved by the Neighborhood Council. (2) Our City Council members are requested to take this concern and opposition into account when considering developers' requests for setback changes."
8. Secretarial report (Garrigues) Minutes for the meetings of Oct. 4, 2006, were approved. (1:32:42)
9. Treasurer: Report. Treasurer was absent.
10. Assembly business. (1:34:05) Stout appointed Garrigues and Naomi Serotoff as members of the Election Committee. Garrigues set Nov. 11 as the day to pass petitions in the Northeast Boundary area. Deanna Stevenson gave information about Community Impact Statements. A discussion was held on filing individual appeals regarding the setback at 3665 Jasmine Ave.
