PALMS NElGHBORHOOD COUNCIL
Twenty-third (special) meeting of the Council and its
REPRESENTATIVE ASSEMBLY
Wednesday, Sept. 13, 2006
IMAN Center, 4636 Motor Ave., Palms, California, U.S.A.

1. Call to order. Facilitator Lori Donahoo called the meeting to order after 6 p.m.

2, The Secretary called the roll and a quorum was established:

2. President: Report on Mayor's Budget Day. President Stout announced there will be a special Council//Assembly meeting in October to consider this issue.

3. Committee reports.
A. Outreach (Bruhwiler): 1)   Motion to increase the budget for the banners to $16,049.12 and to have alternative locations for the banners to include: a) Palms between National and  Overland; b) Motor between Venice and Washington, c) Venice between Clarington and Culver Blvd, d) Overland between Venice and Washington (Bruhwiler). Amended to $10,000 and approved.
2)  Motion to support the creation of a Palms Art Piece for the out-of-doors enjoyment of all Palms Stakeholders with the theme to be Palm Trees constructed from parts of the National and Palms Blvd overpass train bridge and the train tracks, (Anderberg). Approved.
3) Update on the Outreach results to the Westside Neighborhood Area A (north of National Blvd., east of Overland). (Garrigues) Motion: That outreach be continued in the affected area, that the matter be returned to the Outreach Committee for further consideration and that the timetable as approved at the August 9 Council/Assembly meeting be rescinded. The motion was adopted.

4. Treasurer. LaMoy distributed rules for submitting expenses for reimbursement and reported on the status of bringing the PNC into compliance with DONE rules.

5.  Assembly business. Statements were made by Anderberg concerning the AIDS walk.
Although this special meeting had no agendized provision for Public Comment, the Assembly permitted Caroline Alley and Barbara Tell to make statements regarding the future vacancy of the Blockbuster store on the southwest corner of National Place and Overland.
