Twenty-first (special) meeting of the Council and its
REPRESENTATIVE ASSEMBLY
Wednesday, Aug. 9, 2006

1. Call to order. Facilitator Lori Donahoo called the meeting to order at 6:04 p.m. (0:00:06)
2. The Secretary called the roll and a quorum was established (boldface type below):

3. Outreach Committee report.
1) Northeast boundary change between PNC and Westside Council (Garrigues). Approval of Outreach Proposal, materials and timetable. (0:17:00) After public comment and discussion, the Assembly approved the documents by voice vote, with the changes as included in the text in Attachment A, with the proviso that minor changes can be made in the documents as long as their major intent is carried out and further that items should be added under the headline Points to Consider in Opposition to the Change. (Ends 0.40:13)
2) New street-banner design (Anderberg) (1:09:10) Designs as presented by Anderberg were approved.
3) Street furniture (bus benches and shelters) (Stout) (0:02:12)
The Assembly approved the report presented by President Stout on behalf of the Outreach Committee and the Transportation Committee for placement of street furniture as follows:
Shelters: Venice at Bagley (SE and NE corners; eastbound and westbound), Venice at Overland (SE and NW corners; eastbound and westbound), Palms at Overland (SE corner; eastbound).
Public amenity kiosks: Palms at Motor, Palms at Palms Middle School), Venice at Clarington, Bagley south of Venice and north of the city line. (Ends 0:16:16)
4. Clean Money Initiative.
A. Report on Town Hall meeting (Prochazka). (0:41:45) No action.

B. Motion to rescind item adopted on May 3, 2006: Because the Clean Money Initiative has now qualified for the ballot, the council can no longer spend city money in supporting it (city attorney ruling dated Dec. 15, 2000). Therefore, the Assembly decided by voice vote to rescind its action of May 3, 2006, to "Keep stakeholders informed as to the Clean Money Campaign." (Ends 0:43:12)
5. Secretarial report (George Garrigues).
A. Minutes of the meeting of July 5 approved by voice vote (Ends 0:44:36).
B. Nonfunctioning decisions. Motions to rescind or otherwise dispose of Assembly motions that have not been carried out.
(1). A motion approved on June 21, 2006, requesting the President to appoint an ad hoc committee to study and report back on the relationship of the Palms-Westside Village Neighborhood Watch and the Palms Neighborhood Council was rescinded by general consent and turned back to the President for her decision as to which committee will consider the matter. The President announced she will refer the item to the Outreach Committee. (Ends 0:47:10)
(2). (0:47:15) Rescinded by general consent: A motion approved on Nov. 2, 2005, to send the following to an Ad-Hoc Disaster Preparedness Committee: Evaluate the Disaster Preparedness Plan used by the Westside Village Civic Association, including the viability and budgetary concerns of the "We're OK" door hangers and ways we can build on the model they used.
6. Treasurer: Report (LaMoy absent; report given by Stout). No action required.
7. Speaker cards (Stout and Garrigues). (0:51:30) The following policy was adopted and added to the Ground Rules:
"Speaker cards will be required at Council//Assembly meetings. Blank cards will be available at the beginning of each meeting and will be accepted by the Facilitator up to the point where public discussion on any item is ended. People indicating their intention to speak will be requested to identify themselves by name; they will also indicate under which agenda item they intend to exercise their right to speak.
"Speaker cards may be required at committee or subcommittee meetings, depending on the decision of the chair."
9. Assembly business. (1:03:39) George Garrigues said he favored outreach into Westside Village to bring that neighborhood into the Palms NC and was requesting the President to put the item on the agenda of the next meeting. (1:08:00) Stout requested the Assembly members to send her copies of any proposed motions so she can list them on agendas of Council meetings. (1:08:20) Prochazka requested that Assembly members bring their nametags with them to meetings.
