Nineteenth meeting of the Council and its
REPRESENTATIVE ASSEMBLY
Wednesday, July 5, 2006
IMAN Center, 4636 Motor Ave., Palms, California, U.S.A.

1. Call to order. President Pauline Stout called the meeting to order at 7:25 p.m. and then turned the meeting over to Facilitator Lori Donahoo.

The Secretary called the roll and a quorum was established:

4. Report to community by the President (Pauline Stout). (0:04:30)

A. Certificates for outgoing Assembly members. Postponed until August 2.
B. Appointments of ad hoc committees: Bylaws (George Garrigues, Len Nguyen, Joseph Zimring). President will write out the charge for the committee. Members still being sought for election committee.
C. Representation for Studio Residential Area (D). No applicants. Still searching. (0:08:30)
D. The President asked committee chairs to bring tentative agenda items for their forthcoming meetings to Assembly meetings for distribution and outreach to stakeholders. (0:09:40)

D. Land-use and Development (Todd Robinson):

(1) Palms-Motor commercial-residential variance and other approvals (C-R Management).. (12:00)
Public hearing: Participants were Mike Sidley, representing Milton Sidley, adjacent property owner; Steve Wallach; John Spohrer, architect for the developer; Lucy Bava of the Cheviot Hills Homeowners Traffic and Safety Assn.; Courtney Heron for the developer; Lyall Dawn; Jack Ross, representing HMH Properties; Craig Heron; Noah Ebner and Terry Robinson.

Motion was made by Todd Robinson to rescind the motion of approval adopted on Sept. 7, 2005. Seconded, and after discussion was adopted by a vote of 7-1-1. (55.41)

(2) Venice-Clarington-Dunn. (59.00) Public comment was made by Terry Robinson, Lyle Dawn, Len Nguyen, Keith Lambert, Elizabeth Carlin and Deanna Stevenson. (1:24)

Motion was made by Garrigues, seconded and approved by a vote of 10-2-1 to support the condominium conversion request by the Kor Group, including the representations of Kate Bartolo as follows:

(a) $150,000 homeowners' assistance program to help write down the interest rate. (b) Upon receipt of the tentative tract map, two to three months later, funding into escrow a $100,000 amount to be spent in this neighborhood for beautification or other purposes, such as traffic-calming devices (3) payment of a Quimby fee of $6,000 a unit (for recreation and park purposes) which can be earmarked for the Palms neighborhood — at 115 units that figure is $690,000.

(3) Motion to study the viability of creating the Palms\Neighborhood Improvement Fund.  By voice vote, referred to the Planning and Land-Use Committee.

5. Northeast boundary change between PNC and Westside Council (Garrigues). Approval of Outreach Proposal and timetable. Public comment by Deanna Stevenson. Referred by general consent to Outreach Committee. (1:31)

6. Committee reports (continued)

A. Projects (Stout): No report.
B. Transportation and Road Works (Prochazka, absent). No action.
C. Outreach (Bruhwiler): Garrigues moved to approve banner designs (attached) with the addition of the Web site address and PNC telephone number "somewhere on there." Approved by voice vote.

7. Report on Clean Money Town Hall meeting (Prochazka, absent). Motion to rescind item adopted on May 3, 2005 (Garrigues). Postponed to the next meeting. (1:42:35)

8. Secretarial report (George Garrigues).

A. Approval of minutes of the meeting of June 7 by voice vote. (1:43:58)
B. Report on filing cabinet: Moved from the IMAN Center to the Secretary's home.
C. Motions to rescind or otherwise dispose of two Assembly motions that had not been carried out (Garrigues). Withdrawn. (1:44:52)

6. Treasurer: Report (LaMoy). Distributed copies of the budget. (1:46)

7.  Assembly business. Garrigues and Stout said one of them will attend the city attorney's meeting on the Brown Act on July 13. Bruhwiler announced the Palms Bike Rodeo on October 7.
