1. President. In the absence of a Facilitator, President Pauline Stout called the meeting to order at 7:20 p.m.

2. The Secretary called the roll and a quorum was established:

3. President Pauline Stout and past president Len Nguyen: Welcome new Assembly members (Todd Robinson, vice president; June I. LaMoy, treasurer, and Mate (Matt) Gaspar, Overland residential representative) and reseating of continuing Assembly members (Billie Silvey, nonprofit organizations representative, and John Riordan, Pacific Electric Historic Business Area ). All were present and seated except for Robinson.

4. Election of facilitator for a new three-month term to end September 7. Lori Donahoo was elected by voice vote, with no opposition.

5. Public forum: Daniel Cardozo of Assemblywoman Karen Bass's office, Reza Akef of Congresswoman Jane Harman's office, and Asad Yavari of the IMAN Center, the latter requesting sufficient notification to the center before each meeting (for setup).

6.  Report to community by the President (Pauline Stout).

A. Election analysis. Requested volunteers for the 2007 Election Committee.

B. Bylaws ad hoc committee. Requested volunteers for such a committee.

C. Report on city commission to study the neighborhood-council system, known as the "912 Commission." Under Bylaws Article 7-A-4 Stout selected Joseph Zimring as a one-person ad hoc committee to represent Palms NC at the West Area "912 Commission" meeting at the Department of Neighborhood Empowerment meeting on Saturday, June 17.

Selection of a person to possibly be nominated as a 912 commissioner: No action.

D. Report on Congress of Neighborhoods. No action. Removed from agenda.

E. Budget discussion and approval. TO COME..

F. Progress Report on Spring Issue of the “Palms Bulletin” newsletter of the Palms Neighborhood Council. No action.

G. Representation for Studio residential district (D). Report. President referred to Outreach Committee.

H. Purchase of a microphone system. President appointed Facilitator Donahoo, Representative Bell and herself as an ad hoc committee to investigate and report back.

7. Northeast boundary change between PNC and Westside Council (Garrigues). Resolutions (1) dividing the district involved into two parts, (2 and 3) describing their physical areas and how their proposed boundaries follow historical and contemporary neighborhood borders, and (4) requesting and authorizing the President and Secretary to take preliminary steps in defining outreach. Resolution 1 adopted as amended (attached), by voice vote of 11-0. Resolutions 2, 3 and 4 (attached) adopted by voice vote of 11-0.
                                                                                         
8. Committee reports.

A. Projects (Stout): (1) Identification of assistance needed by schools. (2) Additional trash cans for Venice Blvd, (3) "Taste of Palms" celebration for 120th Palms anniversary. Reports given; no action.

B. Transportation and Road Works (Prochazka and Bell): Report on stop light for Charnock and Overland intersection, with a thank-you from the President to Jeanne Parker for moving the project forward. Report on Expo light rail. Report on Midvale Street paving. No actions.

C. Outreach (Bruhwiler): Joint motion with Projects Committee for approval to submit request for neighborhood signs to City Council Members Rosendahl, Wesson and Weiss, with agreement to contribute $200 per sign from the Palms NC budget.

Approved: A $1,200 contribution from the PNC for the following signs: southeast corner of National and Overland, facing west, and the northwest corner of National and Palms,, facing east, both in Councilman Weiss's district; northwest corner of Venice and Exposition, facing east, in Councilman Wesson's district; and the northeast corner of Overland and Washington, facing south, the northeast corner of Venice and Sepulveda, facing south, and the center median on Venice Blvd. east of Sepulveda, facing west, all in Councilman Rosendahl's district.

D. Land-use and Development:

(1) Palms-Motor commercial-residential variance and other approvals (C-R Management). Developer is seeking additional support from Council. Stout stated that the committee held a meeting but reached no decision and that another meeting will be held with a representative from the city present. No Assembly action.

(2) Venice-Clarington-Dunn condominium conversion and other approvals (Kor Corp. via Kate Bartolo). Developer is seeking approval for a condo conversion request. No report.

(3) Motor 3400 block, mixed use (James Frost). No report

9. Secretary. Minutes of the meetings of May 3. Approved by voice vote.

10. Treasurer: Report. No monetary report. LaMoy announced such reports will be forthcoming.

11.  Assembly business.

Matt Gaspar concerning a county hazardous-waste pickup at West L.A. College on from 9 a.m. to 1 p.m. on Saturday, June 24; Pauline Stout thanking people who worked on the Election Committee, particularly Terry Robinson, Rod Rodriguez and Joseph Zimring, and on disaster-preparedness class beginning June 27 and every week thereafter except for July 4 weekend; George Garrigues apologizing for sending publicity on his book to Assembly members; Ingeborg Prochazka, concerning the next meeting of the Transportation Committee; Garrigues concerning contact points for members of the Assembly and a request to remove the copyright line from the Web site; Mario Bruhwiler concerning business cards.

RESOLUTION NO. 1, DIVIDING NORTHERN BOUNDARY PROPOSAL INTO TWO GEOGRAPHIC AREAS

Whereas, on April 5, 2006, the Palms Neighborhood Council, through its Representative Assembly, adopted the following motion:

"The President and Secretary are authorized to go ahead with a proposal to adjust the northern boundary along the I-10 Freeway, with an overlap area for Palms Park, and are further authorized to have the proper paperwork approved by the Department of Neighborhood Empowerment and the City Attorney's office before being brought back to the Representative Assembly for final approval after the PNC election in May."

And whereas, the President and Secretary have laid this motion, with an accompanying map showing the proposed boundary adjustment, before the Board of Directors of the Westside Neighborhood Council,

And whereas the Guidelines and Instructions for Boundary Adjustment prepared by the Department of Neighborhood Empowerment state that a petition may be submitted at any time by a certified neighborhood council,

And whereas it is the desire of the Palms Neighborhood Council to move ahead on this matter as quickly as possible on behalf of the stakeholders in the affected areas and in the rest of Palms,

Therefore it is resolved that: The proposal referred to above in the first paragraph is hereby divided into two parts as shown on the attached Map 1 and described below.

(A) The area northerly of the present Palms boundary along National Blvd. between Overland Ave. and the I-10 Rosa Parks Freeway (at the point just north of the Exposition-Palms intersection), which is proposed to be transferred from the jurisdiction of the Westside Neighborhood Council to that of the PNC.

(B) The area of Palms Park, which is proposed to be an overlap, or shared, area with the Westside Neighborhood Council.

And it is also resolved that this resolution be sent to the Westside Neighborhood Council for information and comment.

Adopted by the Palms Neighborhood Council through its Representative Assembly on June 7, 2006, by a vote of 11 to 0.

RESOLUTION NO. 2, DESCRIBING THE PHYSICAL AREA PROPOSED FOR ADJUSTING THE EXISTING NORTHEASTERN BOUNDARY OF THE PALMS NEIGHBORHOOD COUNCIL AND AN EXPLANATION AS TO HOW THE PROPOSED NEW BOUNDARY MEETS THE CRITERIA OF CITY LAWS AND REGULATIONS

Whereas, on April 5, 2006, the Palms Neighborhood Council, through its Representative Assembly, adopted the following motion:

The President and Secretary are authorized to go ahead with a proposal to adjust the northern boundary along the I-10 Freeway, with an overlap area for Palms Park, and are further authorized to have the proper paperwork approved by the Department of Neighborhood Empowerment and the City Attorney's office before being brought back to the Representative Assembly for final approval after the PNC election in May.

And whereas the Guidelines and Instructions for Boundary Adjustment prepared by the Department of Neighborhood Empowerment state that a petition may be submitted at any time by a certified neighborhood council,

And whereas the said Guidelines and Instructions require that the petition should contain "a detailed description of the physical area proposed for use in adjusting the existing boundaries of the Neighborhood Council (Proposed Area) as well as a map" and that:

The map should show the existing boundaries and the area involved in the adjustment (Proposed Area). The Neighborhood Council should also explain how the boundary adjustment creates a set of boundaries that still meets all of the criteria the initial . . . boundary met, such as following historical and contemporary neighborhood borders, utilizing natural boundaries or street lines and being geographically compact and contiguous.

And whereas it is the desire of the Palms Neighborhood Council to move ahead on this matter as quickly as possible on behalf of the stakeholders in the affected area and in the rest of Palms,

Therefore it is resolved that the Palms Neighborhood Council, through its Representative Assembly, adopts the map previously attached to Resolution No. 1 on this date as the depiction of Boundary Adjustment Area A (between National Blvd. and the 10 Freeway) and that the following addresses are those of the properties within the area in question:

And it is found that the said boundary for Area A does follow historical and contemporary neighborhood borders in that:

(1) a City of Los Angeles "Palms" sign has stood for many years within Area A on Motor Ave. facing north toward Cheviot Hills just to the south of the railroad overcrossing (marked with a black arrow on Photograph 1) and shown mounted on the north side of Irene Street in Photograph 4.

(2) the historic Palms Railroad Station was built in 1887 within Area A north of National Blvd. at the north end of Vinton Ave. and stood there until 1975 (photographs 2 and 3). The Palms historian David I. Worsfold has written of this station:

The Palms Depot originally stood along the Southern Pacific Railroad at a site known as the "Grasshopper Stop" in what would soon become the city of Palms. Believed to have been built in 1887, it became part of the Pacific Electric Railway in 1911 and continued to provide service until 1953.

The Palms Depot was declared an historical monument in 1963; nevertheless, it fell into disrepair and was finally condemned. In 1975, S.O.S. (Save Our Station), a grass roots organization, succeeded in moving the depot to the museum, thus saving it from demolition.

The station is clearly marked on Sanborn maps dated 1924 and 1951 (attached).

(3) the area is not claimed by any other neighborhood council and, in fact, is omitted from the map on the Web site of the Westside Neighborhood Council (Map 2) and is not included within the boundaries of the said council as set forth in its bylaws, as follows:

The “Westside Neighborhood” is hereby defined as being the area bounded: on the west, by the San Diego (405) Freeway; on the north, by Santa Monica Boulevard; on the south, by a border of National Boulevard extending from the San Diego (405) Freeway to Overland Boulevard, then southerly along Overland Boulevard to the Santa Monica (10) Freeway, then easterly along the Santa Monica (10) Freeway to the National Boulevard exit; and, on the east, by a border including the properties fronting on the eastern side Century Park East from Santa Monica Boulevard to Pico Boulevard then westerly along Pico Boulevard then southerly along Motor Avenue then along Monte Mar Avenue southeasterly then southerly along Anchor Avenue extending past Anchor Avenue’s cu-de-sac to connect with Club Drive until Club Drive connects with National Boulevard as indicated on the attached depiction incorporated by this reference into these bylaws as Exhibit A.)

And it is finally resolved that this resolution be sent to the Westside Neighborhood Council for information and comment.

The Palms Railroad Depot stood north of Featherstone Drive (now National Blvd.), within Area A, from 1887 to 1996, when it was moved to Heritage Square in the Arroyo Seco (shown above). It was used in motion pictures shot in the Palms area in the 1920s and 1930s.

RESOLUTION NO 3, DESCRIBING A PROPOSED OVERLAP AREA TO BE SHARED BY THE PALMS NEIGHBORHOOD COUNCIL AND THE WESTSIDE NEIGHBORHOOD COUNCIL AND AN EXPLANATION AS TO HOW THE PROPOSED AREA MEETS THE CRITERIA OF CITY LAWS AND REGULATIONS

Whereas, on April 5, 2006, the Palms Neighborhood Council, through its Representative Assembly, adopted the following motion:

Neighborhood Council boundaries cannot overlap with other Neighborhood Council boundaries unless the area proposed for inclusion into each Neighborhood Council is designated for a public use, such as a park, school, library, police or fire station, or major thoroughfare, or contains a landmark or facility with historical significance. If this is the character of your boundary overlap, give a brief description demonstrating how your Proposed Area complies with this section of the Plan. If your Neighborhood Council has agreed to share an area, provide documentation of the agreement, such as signed correspondence to that effect or minutes from a Neighborhood Council Board meeting in which the matter was approved.

The Petition for Boundary Adjustment, where overlapping boundaries occurs, must include a request for an exemption from the prohibition against overlapping boundaries in the form of a detailed written rationale for incorporating the proposed area.

And whereas it is the desire of the Palms Neighborhood Council to move ahead on this matter as quickly as possible on behalf of the stakeholders in the affected area and in the rest of Palms,

Therefore it is resolved that the Palms Neighborhood Council, through its Representative Assembly, adopts the map as attached to Resolution No. 1 on this date as the depiction of Overlap Boundary Adjustment Area B and that the following description is that of the area in question:

(1) The entire territory of Palms Park, including the Palms-Rancho Park Library, the Palms Recreation Center and the Palms Child-Care Center, (2) the eastern half of Overland Ave. as it passes over the 10 Rosa Parks Freeway and in front of Palms Park and (3) the off- and on-ramps and adjoining landscaping of the 10 Freeway at Overland Ave.

And it is found that the boundary for Area B does follow historical and contemporary neighborhood borders in that:

(1) the area is within the Palms Annexation of 1915 as shown on the attached annexation map (Map 4),

(2) the area was dedicated as a city park in [give date] and was named Palms Park after the community in which it was situated.

(3) the present-day service area of the Palms-Rancho Park branch library includes the entire Palms community.

And it is found that the above area B does contain a city park and a library which has historic significance in that its former location was in Woodbine Park in Palms, where it was known as the Palms branch library, and it was reopened in a new building in Palms Park in 1952 (date is being checked).

And it is further resolved that when a petition for boundary adjustment in this matter is submitted to the Department of Neighborhood Empowerment it will include the required request for exemption from the prohibition against overlapping boundaries and a detailed written rationale therefor.

And it is finally resolved that this resolution be sent to the Westside Neighborhood Council for information and comment.

RESOLUTION NO. 4, AUTHORIZING AND REQUESTING THE PRESIDENT AND SECRETARY TO TAKE PRELIMINARY STEPS IN DEFINING OUTREACH FOR THE PROPOSED BOUNDARY ADJUSTMENTS IN NORTHEAST PALMS

Whereas the Guidelines and Instructions for Boundary Adjustment prepared by the Department of Neighborhood Empowerment state that a petition for such an adjustment may be submitted at any time by a certified neighborhood council,

And whereas it is the desire of the Palms Neighborhood Council to move ahead on proposed boundary adjustments in Northeast Palms as quickly as possible on behalf of the stakeholders in the affected areas and in the rest of Palms,

Therefore it is resolved that the President and Secretary are authorized and requested to develop a detailed description of an outreach process which will be used to:

1. Identify and contact community stakeholders in the areas proposed for inclusion in the Palms Neighborhood Council.

2. Inform those stakeholders about neighborhood councils in general and the options for joining the Palms Neighborhood Council or remaining with the Westside Neighborhood Council.

3. Determine the support, or lack thereof, on the part of stakeholders for a change in the affected areas as outlined in Resolutions 1, 2 and 3 adopted this date.

And it is further resolved that said outreach process might include community meetings, presentations to key stakeholder groups, posting of information on bulletin boards and collection of signatures within the proposed area, all in accordance with the policies of the Department of Neighborhood Empowerment.

And it is further resolved that the President and Secretary solicit the input of the Westside Neighborhood Council at all stages of the development of the outreach process and that the proposed process be presented to the Palms Representative Assembly with all deliberate speed, along with the observations of the Westside Neighborhood Council, if any.

And it is finally resolved that this resolution be sent to the Westside Neighborhood Council for information and comment.
