Seventeenth meeting of the Council and its
REPRESENTATIVE ASSEMBLY

1. Facilitator. In the absence of the Facilitator, Secretary George Garrigues called the meeting to order at 7:20 p.m. Shortly thereafter Alex Soschin entered and took over the chair..
The Secretary called the roll and a quorum was established:

3. President: Opening statement and report to the community. Announced Big Sunday cleanup event on Venice Blvd., with two signup tables one at Dunn Drive and one at Sepulveda Blvd. Announced postponement for one month of the consideration of the Congress of Neighborhoods proposal submitted by Cliff Cheng.
4. Public forum: Richard Leib on the Westside School Savers card of the Palms Middle School; Liz Carlin from Council Member Wesson's office; Terry Robinson, for distribution of the election newsletter. The secretary read an e-mail from Ken Alpern concerning Trees on Palms Blvd. between Sepulveda/Overland, Day of Service this Sunday, May 7th, and Exposition Light Rail Construction Open House.
5. Clean Money. Presentation by a representative of the California Clean Money Campaign on a system of publicly-funded elections currently under consideration by the L.A. City Council. (Ingeborg Prochazka). After a presentation by Julia Maher, the Assembly adopted the following motion, with one dissenting vote: "Keep stakeholders informed as to the Clean Money Campaign."
6. Committee reports.
A. Election. Terry Robinson and Pauline Stout reported on progress in the spring election. No action needed.
B. Land-Use and Development. Todd Robinson reported on the Land-Use and Development Committee. No action needed.
C. Outreach and Communication.
(1) After discussion, the following motion was approved: That the Assembly seek a selection for a Webhost and Webmaster that is professional and not connected with the Assembly or business partners of the Assembly to avoid conflict of interest.

(2) Update on work to get Taxi Tokens and any pertinent information relating to this motion brought to us by Naomi Serotoff to have a method of transportation to Council meetings for those who dont drive at night or cannot go places unattended. (Bruhwiler). No action.
(3) Lori Donahoo outlined a proposal for outdoor signs publicizing events of the Neighborhood Council, and the Assembly, by voice vote, approved $1,200 to be spent for that purpose with AAA Flag and Banner Co., 8954 W. Pico Blvd.
(4) Progress Report on Spring Issue of the Palms Bulletin, newsletter of the Palms Neighborhood Council (Donahoo). No action.
v. Pacifica Charter School program for parenting. Report. No action
vi. Promotional banners on commercial streets. Motion made by Garrigues and adopted to expand previous authorization for banners to include all commercial streets in Palms and not just Venice Blvd.
vi. Boundary markers. Motion to solicit the 3 City Councilmen for the following intersections to have the Name Signs posted: SW Corner of Natl and Overland; SW Corner of Natl and Motor; NW Corner of Natl and Palms; NW Corner of Venice and Robertson; NE Corner of Overland and Washington; NE Corner of Hughes and Venice; NE Corner of Venice and Sepul.; NE Corner of Bagley and Venice; and the NE Corner of Midvale and Venice. By a vote of 7-4, the motion was referred back to the Outreach Committee.
7. Minutes of the meeting of April 5. Approved.
8. Treasurer distributed monthly report from DONE. Announced annual audit will be held soon. DONE representative Deanna Stevenson announced that a budget will have to be submitted before June 30.
9. Assembly business. Prochazka announced Transportation Committee will meet May 11. Terry Robinson said he candidate information session will be held the same night. Secretary distributed information about e-mail and the Brown Act. Bruhwiler announced Outreach Committee meeting for May 17 and gave information about posting on the Web site. Soschin announced soccer program June 2 at the L.A. Coliseum. Len Nguyen introduced Tom Ponton, appointed by Council Member Rosendahl to the commission that will study the neighborhood-council movement. Ponton told the Assembly of his plans.
