Fourteenth meeting of the Council and its
REPRESENTATIVE ASSEMBLY
Wednesday, March 1, 2006
IMAN Center, 4636 Motor Ave., Palms, California, U.S.A.
1. Facilitator. Alejandro Soschin called the meeting to order at 7:24 p.m.

Self-introduction by members of the Representative Assembly. A quorum was established.

2. President: Postponed his opening statement until later.

3. Public forum: Liz Carlin from Council Member Wesson's office, about "Watch the Road" signs available for distribution. Walter Renzi, about the Westside Civic Assn. meeting. Cliff Chung, concerning Neighborhood Watch signs being posted in Palms and a storage trailer for emergency supplies. Jason Buchhalter,literacy coordinator of Charnock Road Elementary School, concerning a "Read Across Charnock Program" on March 3. Terry Robinson, concerning the dessert prepared by the IMAN Center for the meeting. Bea Steelman, with a question on the Motor-National project. Deanna Stevenson of DONE, regarding conflict of interest training for Assembly members and information on the "912" Commission to evaluate the neighborhood-council system.

4. Apartment-commercial project, 3400 block Motor Ave.: John Reed, architect, representing James Frost, the owner, made a presentation on this 85-unit project in a C-2 zone, where a variance and a zone change are sought. Discussion was carried out by the Assembly and stakeholders present. President Robinson referred the matter to the Land Use and Development Committee.

5. Report on Palms Leadership Forum held Saturday, Feb. 4. Mario Bruhwiler and Todd Robinson gave a report on the forum, questions were asked and comments made by Assembly members, but no action was taken.

6. Election Committee. Chair Terry Robinson made a report, but no Assembly action was needed at this time.

7. Mayor's Day of Service. No report and no action.

8. Treasurer's Report. Asad Yavari made his report, which shows $43,750 remaining in the city account (attached).

9. Secretary. Minutes of the meetings of January 30, February 1 and February 4 were approved, with the proviso they could be amended later if necessary.

10. Election of facilitator for a new three-month term to end June 1. By general consent, Alejandro Soschin was re-elected for this period.

2. (Continued). President.
Because of the press of his own private business, Todd Robinson submitted his resignation as president. The Assembly unanimously gave him a vote of thanks.

11. Assembly business. Garrigues distributed copies of the remarks he had prepared in advance for the Council (attached). Bruhwiler solicited suggestions for the 120th anniversary celebration of the establishment of Palms. Stout announced the meeting dates for the new Projects Committee to gather suggestions from the community.

Members of the audience who were present introduced themselves as graduate students in education from Cal State Northridge.

12. Adjournment. The meeting was adjourned at 9:05 p.m.
