Twelfth meeting of the Council and its
REPRESENTATIVE ASSEMBLY

1. Facilitator. Alejandro Soschin called the meeting to order shortly after 7:15 p.m.
Self-introduction by members of the Representative Assembly. A quorum was established.

2. President: Opening statement and report to the community, concerning the Palms Leadership Forum.
3. Public forum: Naomi Serotoff, about speeding cars on Overland; Thomas Hedberg of the Culver City Interfaith Alliance, about mental patients in the neighborhood; Terry Robinson of the PNC Election Committee, asking for election volunteers, announcing DONE will pay for printing and mailing of election material.
4. Secretary: Minutes of the meetings of January 11 were approved by voice vote.
5. Treasurer: Report made by Assan Yavari. Cash on hand: $600; In account, $12,500.
11 (moved up on the agenda). Stakeholder Cliff Cheng presented issues surrounding the proposed establishment of an emergency or walk-in mental-heallth center at 3817 Watseka Ave., Culver City. Statements were made by members of the public Jay Handal, president of the West Los Angeles Chamber of Commerce; Naomi Serotoff, stakeholder; Dr. Robin Kay, deputy director for countywide older adult services (and also responsible for activities on the Westside and in the San Fernando Valley); and Ken Alpern, resident of Westside Village.
6. City Attorney"s Roundtable Discussion on the Brown Act. Stout and Garrigues volunteered to attend the next event on Friday, Feb. 17 at the Westside Pavilion.
7. Palms Leadership Forum. Report was made by President Todd Robinson.
8. Report on Mayor's Budget Day was made by Pauline Stout, who represented Palms at the Westside gathering along with Willie Bell.
9. Mayor's second Day of Service May 7. General discussion was held, and Deanna Stevenson urged people with ideas about projects to contact her.
10. Under Article 9 of the Bylaws, discussion was held concerning the absence of an Assembly member from three consecutive regular or special meetings of the Assembly. The member being present at the current meeting, there was no action taken on the item other than the discussion.
12. Official list of posting places (Secretary). By voice vote, the Assembly approved the substitution of the posting places listed in the right column for those listed in the left column, and the list will be submitted to Deanna Stevenson for her disposition.

13. Assembly business: Danny Monempour brought up the matter of a planned apartment development on the west side of Motor Avenue as a possible agenda item. Soschin urged Assembly members to agendize important items at the Assembly meetings as a way to bring in stakeholders. Other members made similar comments. Deanna Stevenson suggested that Pauline Stout be recommended to Cynthia Ruiz, the new chair of the Public Works Commission, as a person interested in recycling efforts in apartment buildings. Robinson announced that the city's wastewater division has blocked the resurfacing of Midvale Ave., which has been placed on hold until Dec. 31, 2006, and that Jasmine will be resurfaced instead from Venice to Palms.
14. The meeting was adjourned around 9 p.m..
