REPRESENTATIVE ASSEMBLY
Wednesday, Sept. 7, 2005

1 • Facilitator: Call to order by George Garrigues at 7:15 p.m. after the adjournment of the Neighborhood Watch, welcome, explanation of the Ground Rules, and introduction/roll call of the members of the Representative Assembly. A quorum was established.

2 • President: Todd Robinson waived his opening statement.

3 • Public forum:
Comments were made by John Brady of Mayor Villaraigosa's office, Naomi Serotoff, Mike Murphy and Terry Robinson.

4 • Secretary:
Minutes of the meeting of August 3 were approved.

5 • Treasurer:
Asad Yavari gave his report. Discussion was deferred until the section on the budget, below.

6 • Vice-President:
The President appointed Pauline Stout to the vacant position of Vice-President until the next election, and the Assembly approved the appointment. Ms. Stout took her seat in the Assembly.

7 • Budget: The President presented his budget and, after some discussion and amendment by general consent, the final budget was approved as shown in Attachment A.

8 * Second signers: The following motion, submitted by George Garrigues, was approved:

Resolved that the Representative Assembly of the Palms Neighborhood Council authorizes the Council President to appoint and remove one or two Stakeholders as ad hoc "second signers" who are authorized to (1) make requests for city funding, which (2) are exclusively intended for the use of the Palms Neighborhood Council and who (3) take all reasonable precautions to safeguard and account for use of the funds, including use of the commercial Prepaid Card.

9 • Community Development: F. Danny Monempour gave the report of the Development and Land Use Committee, and the Assembly approved by show of hands the mixed-use project proposed for the northeast corner of Palms Blvd. and Motor Ave.

10 • Outreach: Mario Bruhwiler presented a report of the activities of the Outreach and Communications Committee, but no action was requested of the Assembly, and none was taken.

11 • Regent Street: Discussion was held about a city environment hearing planned in Van Nuys for property at 9823 W. Regent Street, where a developer plans to move an apartment building from elsewhere. Testimony was taken from the Stakeholders in attendance. The Assembly resolved by a hand vote to direct the President to write a letter to the appropriate authorities in the city government stating, in general:

The Palms Neighborhood Council is concerned that the hearing is being held in Van Nuys instead of closer to Palms and that the developer did not make a presentation to the Palms Council; the council also asked that the hearing be delayed until a hearing can be held at a closer venue, preferably in West Los Angeles but, as a second choice, in Downtown L.A

12 • Facilitator: By a hand vote, Alejandro Soschin was elected Facilitator of the Assembly for a three-month period beginning September 21.

13 • Change of meeting location during Ramadan. Being assured there would be no problem with parking or with accommodations, no action was taken to change the meeting place.

14 • Assembly business. Comments were made by Alejandro Soschin in response to some of the statements made earlier by stakeholders.

15 • Adjournment: The meeting was adjourned at 9:05 p.m..
