REPRESENTATIVE ASSEMBLY

1 • Facilitator: Call to order at 7:15 p.m. after the adjournment of the Neighborhood Watch, welcome, explanation of the Ground Rules, and introduction/roll call of the members of the Representative Assembly.

2 • President: Opening statement was made by Todd Robinson. He announced committee appointments and meeting times as follows:

Outreach and Communication. First Monday. Mario Bruhwiler, chair; Todd Robinson, Billie Silvey, Neal Anderberg, Pauline Stout, Terry Robinson, George Garrigues and Alex Soschin.

Development and Land Use. Third Monday. Danny Monempour, chair, Todd Robinson , Len Nguyen, Colleen McKiernan, Asad Yavari, Ingeborg Prochazka and Lori Donahoo.

Community Vision. Second Monday. Todd Robinson, chair; Billie Silvey, Willie Bell, Terry Robinson, Pauline Stout, Len Nguyen, Neal Anderberg, Danny Monempour, Stephanie Reavesdail and Colleen McKiernan.

Elections. On call. Terry Robinson, chair; Todd Robinson and Mario Bruhwiler.

Budget. Fourth Monday (may change). Asad Yavari, chair; Todd Robinson, Mario Bruhwiler and Danny Monempour.

3 • Public forum: Comments were made by Naomi Seroloff, Cliff Cheng and Shiraz Tangri.

4 • Secretary: Minutes of the meeting of July 13 were approved as corrected.

5 • Treasurer: No report.

6 • Land Use: A presentation was made by the developers of the proposed C-R multi-use project on the northeast corner of Palms and Motor. By general consent, the matter was again referred to the Development and Land Use Committee.

7 • Budget: By general consent, Item No. 7 concerning the budget was removed from the agenda.

8 • Regular meetings: After a full discussion, by general consent it was decided to begin the regular meetings of the Council / Assembly at 7 p.m. if the meeting of the Palms-Westside Village Neighborhood Watch has ended by then but no later than 7:15 p.m. on the first Wednesday of each month in the IMAN Center, with due attention being paid to conflicts of scheduling such as during Ramadan.

9 • DWP: Pauline Stout presented material received at the Congress of Neighborhoods concerning Memorandum of Understanding between the city's neighborhood councils and the Department of Water and Power regarding rate adjustments and other items. By general consent, the item was left to the President for referral to a committee or placing on the next Council / Assembly meeting.

10 • Assembly business. No discussion items.

11 • Adjournment at 8:45 p.m.

Item 1 - Meeting called to order at 7:12 PM - Assembly
members in attendance:

Item 2 - completed

Item 3 - Public Comment
Naomi Seroloff - She and others in her
neighborhood received notice from the Office of Zoning
that a building formerly used by a Roto Rooter company
has approval for use as an auto repair shop which will
be open 7 days a week. There is a Senior Day Care
Center across the street and neighbors are concerned
about the traffic issues. There is a meeting
scheduled with the Office of Zoning at 10:30 AM on
August 11th for further discussion. The Neighborhood
Council received no notice of this new business.

Cliff Cheng - Reported on the last meeting
of the Alliance of Neighborhood Councils and advised
that he sent more specific notes by email to the
Assembly members.

Shiraz Tangri - Advised that when there is a
Conditional Use meeting for a property, the city can
email Neighborhood Councils that will be affected. We
can ask DUN to set us up.

Item 4 - Secretary's minutes were reviewed and one
minor correction suggested in second sentence of
paragraph titled Development and Land Use. Minutes
were approved as corrected.

Item 5 - no action

Item 6 - C-R provided a presentation to answer
questions regarding traffic (parking) and building
height issues that arose from their last presentation
in July. To build out the property as planned will
require a Variance from the city. The city will
definitely not give the Variance if the Neighborhood
Council does not approve. Motion to table until first
meeting of the Development and Land Use Committee
received general consensus. C-R hopes to file for
Variance in August.

Item 7 - Discussion of Budget was removed from agenda.

Item 8 - Discussion held regarding time, day and place
of future regular meetings.
Cliff Cheng - discussed anonymous letter sent
to web site expressing discomfort with using Iman
Center as a meeting venue. Dr. Cheng did not believe
that one letter should be used as a reason to
discontinue use of the Iman Center.

Coleen McKiernan - Agreed with Dr. Cheng and
suggested that meeing of both Neighborhood Watch and
Neighborhood Councel continue to be scheduled on 3rd
Tuesday.

Pauline Stout - suggested that we move both
meetings to Wednesdays to accomodate the Treasurer's
schedule.

Jean Parker, Neighborhood Watch member -
agreed that moving to Wednesday would not be a
problem.

Billie Silvey motioned that the regular
meetings be scheduled for the 1st Wednesday in each
month beginning in August. Neal Anderberg seconded
and motion received appoval by general consensus.

Item 9 - Pauline Stout presented material received at
Congress of Neighborhood Councils regarding the
Memorandum of Understanding (MOU) proposed by LADWP.
Decision was made to discuss further either in
committee or at next meeting.

Item 10 - no discussion items.

Item 11 - Meeting adjourned.
