There was no representation from the LAPD.]

First meeting of the PALMS REPRESENTATIVE ASSEMBLY
Tuesday, June 21, 2005

1A. Call to Order: Len Nguyen called the first meeting of the Palms Representative Assembly to order at 7:05 p.m. Twelve members were present, and a quorum was established.

1B. Remarks were made by Greg Nelson, general manager of the city Department of Neighborhood Empowerment, concerning the historic nature of Palms Neighborhood Council certification.

2. Recognition was made of Terry Robinson, the Election Committee chair, volunteers and donors.

3. Recognition was made of the outgoing members of the Interim Governing Body.

4. Palms Representative Assembly members were introduced and officially took on their duties and responsibilities.

5. President Len Nguyen welcomed the spectators to the first meeting of the Assembly.

6. By general consent, George Garrigues was elected Facilitator of the Assembly for a three-month term under Article 10-B of the Bylaws, and he began his duties.

7. Deanna Stevenson of the Department of Neighborhood Empowerment drew lots to determine the terms of Assembly members and to begin a staggered election cycle under Article 19 of the Bylaws. The results were as follows:

Term expiring May 2006 and every two years thereafter: Vice president, treasurer, nonprofit organization representative, Overland Residential B. Studio Residential D, Pacific Electric Historic Business 1 and Palms Depot Historic Business 3.

Term expiring May 2007 and every two years thereafter: President, Secretary, Palms West Residential A, Motor Residential C, Exposition Residential E and Charnock Ranch Historic Business 2.

8. After a thorough discussion, it was decided by general consent that the Assembly will meet twice during July, as follows: On Wednesday, July 13 at 7 p.m. and on Tuesday, July 19, at 7 p.m. or immediately following the regular 6:30 p.m. meeting of the Palms-Westside Village Neighborhood Watch. Both meetings will be held in the IMAN Center.

9. Adjournment: The meeting was adjourned at 8:30 p.m.
