Parent leaders seek to retain 'beloved assistant principal'
On July 14 we received the following e-mail from Patti Lawhon of the Friends of Palms / Parent-Teacher-Student Assn. She writes:

Below is a letter written by the parent leaders from Palms Middle School. We are very unhappy with the Board of Education because once again the District is making administrative changes that are detrimental to the school leadership and the continuity that our students depend on for a successful education.
 
I would appreciate it if you would please post this letter.

We are doing so, but we are taking the liberty of highlighting some of the statements.

Dear Palms Middle School Parents,
 
We have so many things at our school to be proud of on many levels. Our school has a reputation that continues to attract parents and students.  Last September we began the year with an unknown administrative staff that worked very hard to embrace our community and continue the quality of education and programs that our reputation is built on.
 
What parents and teachers feared about last year’s unknown staff evolved into a staff that worked well together which soothed the concerns. The school year has ended with several successes but most importantly with a year of experience that can only help in the coming year. It takes time and experience for an administrative staff to work well through the challenges of the day to day business of a middle school.
 
We’ve certainly had our share of change at Palms and the District got very lucky considering all we’ve been through. It is shocking that AGAIN we have been hit with a very disruptive change to our administrative staff.  Apparently our beloved Assistant Principal, Art Enriquez, is being transferred out of our school. The District office has been approached and although they support us they are not in a position to help us. Dr. Vallone, the Director of Middle Schools and the local Superintendent, Grace Strauthers, have been very supportive of [Principal] Bonnie Murrow’s request to keep Art Enriquez at Palms and have voiced their opinions too. They understand the importance in keeping the newly created coherence in the administrative staff at Palms.
 
The bottom line is this: Once again we will begin the new school year with an unknown administrator which will impact our current administrative staff at a very busy and important time. This will also impact every teacher and student. The job that Art Enriquez did for us will now have to be filled with an interim administrator or someone else will have to pull double duty.  The move may look good on “paper” but what you don’t see on paper is the comfort that Art Enriquez gives to the students, parents and teachers. He is a strong leader and respected by students which is important at the middle school level.
 
In the business world people would lose their job if they mismanaged a company as often as our school board and district has mismanaged the continuity of our school. How can a school continue with their successes if there is continual change?

That piqued our curiosity, so we did a search to find out if the county has caught other overcharge miscreants in Palms.

STREET PAVING AND MAINTENANCE
Residential Representative Willie Bell asked Ron Olive of the L.A. Bureau of Street Services about some problems in our community, and this is what Olive told him
Here is the staus of the questions you raised last Saturday:

Midvale (Charnock to Venice) - There is still a Hold on record through
December 31, 2006 for "wastewater", i.e. some kind of planned sewer
project. We will contact the Bureau of Engineering to see if this is
still valid. We will let you know what we find out and how soon a
resurfacing project can be proposed.

Tabor (from Motor to Mentone) - Currently proposed as a potential
resurfacing project for the 2007-08 fiscal year. We will be meeting
with the Council Office soon to go over all proposed projects and we'll
see if we can get their concurrence on this schedule. Please be
advised, however, that this is a year-to-year process and we would need
them to select it next year unless they want to move it up to this
year.

Venice Boulevard - I am confirming that Venice Blvd. is a State Highway
between Lincoln Blvd. and Cadillac Avenue. We do have a Maintenance
Agreement with CalTrans, whereby the City has some responsiblities for
drainage control, sweeping (only between the 405 freeway and Overland in
the Palms NC area), graffitti and electrical (traffic lights and safety
lights). We do not have any jurisdiction to do street repairs,
including resurfacing nor enhancements such as decorative crosswalks.

We will look for other opportunities to do decorative crosswalks in the
Palms NC area.

Outreach Committee approves plans to adjust northeast boundary
Stakeholders would be surveyed to find out what they want

B Palms Park and the Palms-Rancho Park Library were separated from the rest of Palms when the 10 Freeway was constructed in the 1960s. The library was in Woodbine Park in Palms until 1964. A proposal to share the area between the Palms and Westside neighborhood councils may be put on hold.
The Outreach Committee of the Palms Neighborhood Council on July 19 approved a plan looking to expand Palms's northeast boundary to the I-10 Freeway.

At present the south side of National is in Palms, but the north side is in the Westside Neighborhood Council.

The proposal will go to the Representative Assembly of the council on Aug. 2.

Secretary George Garrigues outlined a proposed survey of stakeholders in the apartment-commercial area north of National Blvd. and south of the Interstate 10 Freeway. That small area consists of some 266 apartments in about 23 buildings and no more than 35 businesses at about the same number of addresses.

The area (Map A above) is now part of the Westside Neighborhood Council.

The survey would wind up with an informational meeting in the Palms-Rancho Park Library during the week of Aug. 28-Sept. 2.

The target date for approval of the boundary shift by the city's Board of Neigborhood Commissioners would be Nov. 30, 2006. That date would enable the new Palms stakeholders to take part in Palms community elections scheduled for May 2007.

Garrigues said he would recommend to the Assembly that an earlier proposal for sharing of Palms Park between the two councils (Map B) be set aside "for the time being." By general consent, the Outreach Committee approved that idea.
