Six-million-dollar Overland Avenue bridge-widening
across the I-10 Rosa Parks Freeway

Project Location: This project is located within the City of Los Angeles, South of Century City.
Project Limits: The project boundaries extend along Overland Avenue between Clarkson Road and National Place. See attached Location Map. The Overland Avenue Bridge over I-10 Freeway is under the jurisdiction of Caltrans with the remainder of the street under the jurisdiction of the City of Los Angeles.
Project Purpose: The project will widen the Overland Avenue overcrossing (Bridge No. 53- 1616) at the I-10 Freeway in the City of Los Angeles. The proposed widening will allow for one additional through lane in the northbound direction between National Place and National Blvd./I-10 westbound ramps.
Background: Overland Avenue over the I-10 Freeway is a 5-lane overcrossing which provides 3 lanes northbound and 2 lanes southbound, along with dual southbound left-turn lanes at the I-10 eastbound and westbound ramps. Currently, motorists frequently experience significant levels of congestion and delay due to the heavy traffic demand and insufficient capacity on Overland Avenue.
Project Scope: The project would widen the existing overcrossing 3.2 meters (10 feet) on the west side and restripe the overcrossing to provide for an additional northbound through lane; rework the existing sidewalks, pedestrian island, and traffic channelization structure; and upgrade the existing traffic signals at all four intersections within the project limits.

Outreach Committee approves plans to adjust northeast boundary

B Palms Park and the Palms-Rancho Park Library were separated from the rest of Palms when the 10 Freeway was constructed in the 1960s. The library was in Woodbine Park in Palms until 1964. A proposal to share the area between the Palms and Westside neighborhood councils may be put on hold.

| The Outreach Committee of the Palms Neighborhood Council on July 19 approved a plan looking to expand Palms's northeast boundary to the I-10 Freeway.
At present the south side of National is in Palms, but the north side is in the Westside Neighborhood Council.
The proposal will go to the Representative Assembly of the council on Aug. 2.
Secretary George Garrigues outlined a proposed survey of stakeholders in the apartment-commercial area north of National Blvd. and south of the Interstate 10 Freeway. That small area consists of some 266 apartments in about 23 buildings and no more than 35 businesses at about the same number of addresses.
The area (Map A above) is now part of the Westside Neighborhood Council.
The survey would wind up with an informational meeting in the Palms-Rancho Park Library during the week of Aug. 28-Sept. 2.
The target date for approval of the boundary shift by the city's Board of Neigborhood Commissioners would be Nov. 30, 2006. That date would enable the new Palms stakeholders to take part in Palms community elections scheduled for May 2007.
Garrigues said he would recommend to the Assembly that an earlier proposal for sharing of Palms Park between the two councils (Map B) be set aside "for the time being." By general consent, the Outreach Committee approved that idea.
